Since early 2018, there has been increased scrutiny around the issue of foreign influence in federally funded research by funding agencies, the U.S. government, and peer institutions. Federal agencies have issued statements outlining these concerns. These include statements from the National Institutes of Health, National Science Foundation, the Department of Defense, the Department of Education, and the Department of Energy.

In order to raise the visibility about this topic and to ensure recipients of federal funding fulfill their role as stewards of research funding, CHOP will require the completion of the CITI Program's course Undue Foreign Influence: Risks and Mitigations. This course consists of four modules and must be completed by all Principal Investigators and key personnel named on federal funding proposals.

The deadline for completion is Dec. 31, 2021. After Jan. 1, 2022, this training must be completed prior to utilization of federal funding. A similar training requirement has been incorporated into the Responsible Conduct of Research (RCR) curriculum.

Using a current version of Chrome, Safari, or Firefox, navigate to the CITI Program website (www.citiprogram.org) and select the "Log In" button at the top of the page to log in with current credentials.

If registering for a new account, select "Register," and then select "Children's Hospital of Philadelphia" (CHOP) from the affiliation list. Click the check box indicating that you agree to CITI's terms of service, and then the check box to affirm your CHOP affiliation. Next, click the button to "Continue to create your CITI program username / password." Enter your name and email address (please use your CHOP email address if available) in the "Personal Information" section. Provide additional information as required.

Once successfully logged into the CITI program site, navigate to "My Courses" at the top of the home page, select "Children's Hospital of Philadelphia" if multiple institutions appear, and then scroll to the bottom of the page for "Learner Tools for Children's Hospital of Philadelphia." From there, select "Add a Course" and select the "Undue Foreign Influence: Risks and Mitigations" course. The course will then appear on your main profile page and can be completed at any time.

Course completion data will be visible within the funding workspace (eSPA) for any federally funded research project. Training will be required for utilization of federal funding as of Jan. 1, 2022. Training will not expire and does not need to be refreshed after the initial course completion.
